An RTO supports the supervision of structural works on site, so getting the registration right matters more than the job title suggests. Resident technical officer registration in Singapore runs through the same IES-ACES committee as resident engineers. It has its own list of qualification routes. This guide sets out the routes, the fees and the renewal steps, then what to check before you hire one.

ToggleWhat a C&S RTO does and who registers them
One consulting firm’s RTO job advertisement lists duties such as reporting work that does not follow the approved plans to the supervising Qualified Persons. It also lists reviewing contractors’ method statements and checking that contractors follow them on site. Each firm defines the role a little differently, so treat that as one example, not a rule.
On registration, IES says the Building Control Act makes site supervisor accreditation mandatory for qualified supervisors of structural works. The IES-ACES Joint Accreditation Committee accredits them as a C&S RE or RTO. Registration goes to suitably qualified applicants with a diploma or degree in a civil or structural discipline.
RTO eligibility routes
IES lists nine qualification routes for an RTO, based on Building and Construction Authority (BCA) regulations. Some need no extra experience. Others need one or two years of local practical experience in full-time supervision of structural works. One of the supervising PEs must endorse and sign the application form.
| Qualification | Experience required |
|---|---|
| Degree in Civil or Structural Engineering from a local university | None |
| Diploma in Civil or Structural Engineering from a local polytechnic | None |
| Diploma in Construction Engineering from BCA Academy | None |
| Diploma in any construction-related field from a local polytechnic | 1 year |
| Degree in Civil or Structural Engineering from a foreign university | 2 years |
| Diploma or higher certificate in Civil or Structural Engineering from a foreign polytechnic | 2 years |
| National Certificate on Construction Supervision from BCA Academy | 1 year |
| Integrated Work-Study Diploma in Construction Engineering (Digital) from BCA Academy | None |
| Technical Engineer Diploma in Civil and Structural Engineering from ITE | None |

IES adds a footnote that BCA regulations raised the RTO practical experience requirement from one year to two on 15 December 2017. Read the page for the exact wording that applies to your candidate’s route.
The application fee is S$21.80 including GST, and processing takes about two months under normal circumstances. From 1 September 2026, applicants need the original certificates and transcripts. A screening company recognised by the Ministry of Manpower (MOM) must verify foreign qualifications.
RTO renewal and what it tells you about a candidate
Renewal costs S$65.40 and follows the same rules as for resident engineers. IES asks for up to three Performance Assessment Reports from the past 12 months. An employer letter replaces them if the person had no supervision project. IES also asks for training units in structural and safety topics, and a medical letter for anyone above 65.
If the accreditation lapsed for more than three calendar years, the person must re-apply under the rules in force at that point. Ask for the last renewal date to see how current the registration is.
RE and RTO compared
Employers often confuse the two. This comparison uses IES’s published requirements.
| Resident engineer (RE) | Resident technical officer (RTO) | |
|---|---|---|
| Typical entry qualification | Degree in civil or structural engineering | Diploma or degree in a civil, structural or construction discipline |
| Application fee | S$21.80 including GST | S$21.80 including GST |
| Renewal fee | S$65.40 including GST | S$65.40 including GST |
| Application endorsed by | A supervising PE | A supervising PE |
| Tunnel work | Separate RE/RTO (Tunnel) list at TUCSS | Separate RE/RTO (Tunnel) list at TUCSS |
What to check when you hire a resident technical officer
Ask for the accreditation number and confirm it on the IES list of registered C&S REs and RTOs. Then check the qualification route against the table above, the last renewal date and which PE endorsed the application. New starters can attend the Building Control Regulations for Site Supervisors course that BCA Academy runs with the JAC. It helps to ask whether they have.

How ProSkill Workforce supplies resident technical officers
ProSkill Workforce lists resident technical officers alongside resident engineers in its engineering services. Our existing guides explain the job. They are the resident technical officer role, what an RTO does and the RTO in Singapore. The page on RE and RTO service providers covers how we place both.
See also construction manpower supply and how workplace safety keeps projects moving. Both help when an RTO joins a live project.
Resident technical officer registration: frequently asked questions
Is RTO registration mandatory in Singapore? For supervising the structural aspects of construction, yes. IES says qualified site supervisors have needed accreditation by the JAC as a C&S RE or RTO since 15 February 2009. The Building Regulation does not require it for non-structural work.
What qualifications can an RTO have? IES lists nine routes. They range from a local civil or structural diploma or degree with no extra experience to foreign diplomas and degrees that need two years of local supervision experience. A PE with a valid practising certificate does not need to register.
How much does RTO registration cost? The application fee is S$21.80 including GST, and renewal is S$65.40, according to IES. A new application takes about two months to process.
How long does RTO registration take to renew? IES says renewal takes about two weeks under normal circumstances. In peak periods it takes six to eight weeks, on a first-in, first-out basis. Ask candidates for the renewal date so you can plan around it.
