Ask ten companies what an operations executive does, and you’ll get ten answers. One means a person who books trucks and chases proof of delivery. Another means someone who runs the daily plan for a warehouse. A third wants a coordinator who keeps customers informed while the floor team gets on with the work. Operations executive outsourcing in Singapore works best when you decide which one you need before you brief anyone.

ToggleWhat an operations executive does in logistics and beyond
In logistics, the role usually sits between the customer, the floor and the paperwork. Typical tasks are order handling, dispatch coordination, shipment tracking, documentation and customer updates. In manufacturing or facilities settings, the same title can mean scheduling, vendor coordination and daily reporting instead. Our operation executive service page is a starting point, but your own task list matters more than any title.
The Workforce Singapore (WSG) jobs transformation map for logistics calls the sector a key pillar of the economy. It lists roles such as warehouse operations executive, depot or hub operations supervisor, forklift operator and traffic or dispatch coordinator. Customer service manager and brokerage or freight supervisor also appear.
If you are recruiting for the wider team, our pages on warehouse assistants and warehouse assistant service providers cover the floor side. How to hire a qualified forklift operator covers one of the harder roles to fill.
Why the logistics operations executive role keeps changing
The same WSG document says artificial intelligence, robotics, automation systems and data analytics will change these roles as the sector adopts Industry 4.0 technologies. For an operations executive, that mostly means more time reading dashboards and exceptions, and less time re-keying data. When you write the scope, say which systems the person will use. A candidate who has only used spreadsheets is not interchangeable with one who has used a transport management system.

When operations executive outsourcing makes sense
Peaks are the obvious case: year-end volumes, a new customer contract or a plant shutdown. Cover is the second, when someone leaves or goes on long leave and the shift pattern can’t wait. A third is testing a role before making it permanent. Our post on plant shutdown manpower services shows how companies usually staff short, intense demand. Contract staffing for project-ready teams covers longer fixed-term work.
Outsourcing fits some situations better than others. This table sets out the common ones and what to agree in each.
| Situation | Why outsourcing fits | Agree up front |
|---|---|---|
| Year-end or seasonal peak | Extra hands for a fixed period | Start and end dates, shift roster |
| New customer contract | Volumes are still unknown | A review point after the first month |
| Plant shutdown | Short, intense demand | Site induction and handover |
| Cover for leave or a resignation | The roster cannot wait | A named backup |
| Testing a role | Try before making it permanent | Terms for conversion to permanent |
Shift roster, hours and overtime: settle these first
Operations roles often run early starts, late finishes or weekends. The Ministry of Manpower (MOM) guidance on hours of work says shift workers can work up to 12 hours a day. Across any continuous three-week period, the average must stay within 44 hours a week.
For overtime, MOM says a non-workman earning a monthly basic salary of S$2,600 or less can claim it, as can a workman earning S$4,500 or less. The rate is at least 1.5 times the hourly basic rate. Employers must pay it within 14 days after the last day of the salary period.
Whether a particular executive falls under these provisions depends on the terms and pay level, so check the MOM page before you write the contract. Put the shift roster, the overtime treatment and the public holiday arrangement in the offer. Do not leave them for a later conversation.
The table sums up the MOM figures above in one place. Use it as a checklist when you draft the offer.
| Topic | What MOM’s guidance says |
|---|---|
| Shift work | Up to 12 hours a day, if the average stays within 44 hours a week over any continuous three-week period |
| Overtime eligibility | Non-workmen earning a monthly basic salary of S$2,600 or less; workmen earning S$4,500 or less |
| Overtime rate | At least 1.5 times the hourly basic rate of pay |
| Payment timing | Within 14 days after the last day of the salary period |
Writing a scope that survives a handover
Companies often replace or rotate an outsourced operations executive, so the job has to be easy to hand over. A short written procedure for each recurring task does most of the work.
- The daily cut-off times: order cut-off, dispatch, proof of delivery, customer updates.
- The escalation path when a shipment is delayed or a customer complains.
- The systems, logins and reports the person is expected to use.
- The people they deal with daily, with contact numbers.
If you can’t write these down in an afternoon, find that out before you hire anyone, inside or outside. It is better to find the gap now than after the first handover goes wrong.

Operations executive outsourcing: frequently asked questions
What does an operations executive do? In logistics, the role usually sits between the customer, the floor and the paperwork. That covers order handling, dispatch coordination, shipment tracking, documentation and customer updates. In other settings, it can mean scheduling, vendor coordination and daily reporting instead. Your own task list matters more than the title.
Can shift workers work 12-hour days in Singapore? MOM’s guidance says shift workers can work up to 12 hours a day. The average must stay within 44 hours a week over any continuous three-week period. Confirm how the rule applies to the specific role before you fix the roster.
Who can claim overtime pay? MOM says a non-workman earning a monthly basic salary of S$2,600 or less can claim overtime, as can a workman earning S$4,500 or less. Whether a particular executive falls under these provisions depends on their terms and pay level.
When should a company outsource operations executive roles? Common triggers are peaks, cover for leave or resignations, new customer contracts, plant shutdowns and trial periods before a permanent hire. In each case the need has a clear shape and end point.
What should be in the written scope for an operations executive? Write down the daily cut-off times, the escalation path for delays and complaints, the systems and reports the person will use, and the people they deal with each day. If you cannot write these down in an afternoon, fix that before hiring.
