From 1 January 2027, forklift operator refresher training in Singapore becomes mandatory: every operator must attend a refresher once every three years. Employers and hirers should check operator records before then. This guide covers what the Ministry of Manpower (MOM) requires and who needs the heavy forklift course. It also shows how to check operators before you hire or roster them.

ToggleWhat MOM’s forklift rules require
MOM’s answer on ask.gov.sg says all forklift operators must attend the WSQ Operate Forklift Course. Operators of forklifts above 5 tonnes must also attend the Heavy Forklift Course. From 1 January 2027, employers must make sure operators attend refresher training every three years. MOM adds that training should follow SS 573:2012 and the WSH Council’s Guidelines on Safe Operation of Forklift Trucks.
The rule has been building for a while. MOM’s 2022 circular on forklifts said all forklift operators must attend the WSQ Operate Forklift Course. It also said operators must know the specific machine they use and operate it competently and safely.

Why MOM is making refresher training mandatory
MOM’s press release on the refresher requirement says vehicular incidents were the leading cause of fatal workplace injuries in 2022 and 2023. One in four of those vehicular fatalities involved forklifts. Its inspections also found that close to eight in ten forklift-related contraventions involved operators who had not had refresher training within three years.
The same release explains the legal basis. It is a new training requirement under section 31(4) of the WSH Act, taking effect in 2027. The WSH Guidelines on Safe Operation of Forklift Trucks already advised a refresher course every three years after the first course.
WSQ Operate Forklift Course and refresher: the training timeline
Two MOM sources set the requirements: a 2022 circular and the refresher rule for 2027. The table puts them in one place.
| Requirement | What MOM says |
|---|---|
| Initial training | All forklift operators must attend the WSQ Operate Forklift Course |
| Forklifts above 5 tonnes | Operators must also attend the Heavy Forklift Course |
| Refresher training | Every three years, mandatory from 1 January 2027 |
| Machine familiarity | Operators must be familiar with the specific forklift and competent in its safe operation |
| Using forklifts as lifting machines | MOM issued a circular after three worker deaths in early 2022; it says forklifts are designed to load and unload goods on their forks |
Forklift operator hiring: check the operator before you roster them
Ask for the certificate from the WSQ Operate Forklift Course and the date of the last refresher. For a heavy forklift, ask for the Heavy Forklift Course certificate as well.
One training provider’s entry rules for the heavy forklift course require a valid WSQ Operate Forklift licence or a refresher certificate from a Singapore MOM-accredited provider obtained within the last three years. They also require at least one year of forklift driving experience. The table lists what to ask for and why.
| What to ask for | Why it matters |
|---|---|
| WSQ Operate Forklift certificate | It is the mandatory base training |
| Date of last refresher | The three-year clock applies from 1 January 2027 |
| Heavy Forklift Course certificate | Needed for forklifts above 5 tonnes |
| Familiarity with your make and model | MOM expects operators to be competent on the specific machine |
| Recent pre-use checks or logs | Shows the operator does the daily inspection |

Planning forklift operator refresher training before the 2027 deadline
Build the refresher dates into your roster now. A training provider’s course page notes the WSQ Operate Forklift course runs three days for those with a Class 3 licence and four days without. An operator can be off the roster for days at a time. If you run a shutdown or a seasonal peak, book training before the peak, not during it.
Our posts on plant shutdown manpower services and contract staffing for project-ready teams show how companies usually cover short-term demand. Both cover the planning side.

Forklift operator refresher training: frequently asked questions
Is forklift refresher training mandatory in Singapore? From 1 January 2027, yes. MOM says operators must attend refresher training once every three years, and the requirement rests on section 31(4) of the WSH Act. Before that date, it was a recommendation under the WSH Guidelines on Safe Operation of Forklift Trucks.
Who needs the Heavy Forklift Course? Operators of forklifts above 5 tonnes, according to MOM. That course is in addition to the WSQ Operate Forklift Course.
Can a forklift be used to lift a slung load? Not unless it meets MOM’s conditions. MOM’s 2022 circular followed three worker deaths linked to unsafe forklift use between February and April 2022, and two involved loads slung from the forks. A forklift may serve as a lifting machine only if the maker designed or supplied it for that use. It also needs approved attachments, a load capacity chart and a risk assessment. Its safe working load must not exceed 5 tonnes.
How long is the forklift operator course? One training provider lists the WSQ Operate Forklift Course at three days with a Class 3 licence, and four without. Check the current course length with your chosen provider.
