“Certified” gets used loosely in safety hiring. A course certificate, a Ministry of Manpower (MOM) registration and a company appointment letter are three different things. Job ads that mix them up bring in candidates who fit none of them well. This guide explains how to hire WSH certified professionals in Singapore. It starts with one credential that MOM registers directly: the workplace safety and health officer.

ToggleWhat “certified” and “registered” mean for WSH certified professionals
Workplace safety and health (WSH) roles rest on several credentials. Some are training certificates, and some are appointments under a regulation. One, the WSH officer, involves registration with MOM. The words matter when you write the requirement. If the site needs a registered WSH officer, say “registered with MOM” in the ad, not just “WSH certified”.
Our WSH certified professionals service covers the manager, safety assessor and supervisor roles. The WSH officer page covers officers. Use them to see how the roles differ.
Several different things get called “certification”. The table shows four of them and what each tells you about a candidate.
| Credential | Who grants or records it | What it tells you |
|---|---|---|
| Course certificate, such as a Specialist Diploma in WSH | Training body or university | Training was completed; it is not a registration |
| MOM registration as a WSH officer | MOM | The person met MOM’s age, qualification and experience requirements; valid two years |
| Confined space safety assessor appointment | The responsible person appoints a competent person (regulation 9(B), as cited by Eversafe) | Suitable for that space; an appointment, not a licence |
| Company appointment letter | The employer | The role inside that company only |

MOM’s requirements for a registered WSH officer
MOM sets out who can apply. The applicant must be at least 21 and a Singaporean, permanent resident, Employment Pass holder or S Pass holder. Work pass holders must hold one of three occupations: Fire and Safety Officer, Health, Safety and Environmental Officer, or Workplace Safety Health Officer. Safety Officer is accepted only for work pass applications submitted before 1 June 2023.
The applicant needs at least one prescribed WSH-related qualification. They also need at least two years of work experience relevant to a WSH officer’s work, with documentary proof. MOM says general administrative or documentation work does not count unless it involved substantive WSH duties. It may also interview applicants.
MOM’s page lists the accepted qualifications. They include the Specialist Diploma in WSH awarded by SkillsFuture Singapore and the MSc in Safety, Health and Environment Technology from NUS. The application fee is S$110 and non-refundable. Registration lasts two years and can be renewed, and MOM says it processes complete applications within 30 working days.
The table below summarises what MOM asks for when you apply to be registered. It is worth printing for the recruitment file.
| Requirement | Detail |
|---|---|
| Minimum age | 21 |
| Who can apply | Singapore citizens, permanent residents, Employment Pass or S Pass holders |
| Work pass occupation | Fire and Safety Officer, Health, Safety and Environmental Officer, or Workplace Safety Health Officer (Safety Officer only for applications before 1 June 2023) |
| Qualification | At least one prescribed WSH-related qualification |
| Experience | At least 2 years of relevant WSH work, with documentary proof |
| Fee | S$110, non-refundable |
| Processing time | Within 30 working days of full submission |
| Validity | 2 years, renewable |
Which workplaces need a WSH officer
MOM prescribes the workplaces that must appoint one. In a 2019 speech, the Minister for Manpower said MOM continues to prescribe those workplaces. It no longer specifies whether the officer must be part-time or full-time. That matters for how you resource the role, since a part-time arrangement can suit a smaller site. Regulations can change, so check the current requirement for your worksite before you rely on a 2019 speech.
Our posts on part-time WSHO, how to hire a workplace safety and health officer in Singapore and WSHO or WSH coordinator explain the options. They also cover the difference between the two roles. Read them before you decide between a full-time appointment and part-time cover.
Other credentials: the confined space safety assessor and more
Confined space work has its own role. Training provider Eversafe cites regulation 9(B) of the Workplace Safety and Health (Confined Spaces) Regulations 2009. Under it, the responsible person must appoint a competent confined space safety assessor before anyone enters. That is an appointment, not a MOM registration. Ask to see the assessor’s course certificate and the appointment itself.
For other roles, such as a WSH manager, coordinators and supervisors, the credential depends on the regulation and the worksite. Our safety coordinator roles post is a good starting point. Describe the site, and we’ll tell you which credential the appointment needs.
How to verify a candidate before you hire WSH professionals
A CV tells you what someone says. These checks tell you what they can prove.
- Ask for the MOM registration details and the expiry date, and check them with MOM.
- Ask for the qualification that supports the registration.
- Ask for two examples of work relevant to your industry, such as an incident investigation or an audit.
- For a foreign candidate, confirm the pass and the occupation title on it.
- Ask what they would do in their first two weeks on your site.
